Picking a point on top of an referenced image, while holding shift is not working

Long, long, long time user so I've gone through all the basics. TEMPOVERRIDE, PICKADD, changing short cut keys, searching these very forums for other issues that are close to this. Still I've found no fix.

Here is the issue:
I cannot pick a point while either drawing or modifying an object (or multiple objects) while holding the shift key when the point is arbitrary or to a snap, on top of an image. 


If I put the image on a locked layer, no pick.

If I unload the referenced image, no pick.
If I do not hold shift, it works fine which is a slow workaround to press F8 to turn ortho off/on. (Yes, I've made this a custom button on my very expensive mouse, but I'd rather use that button for a snap or custom command.) If I lock the image, no pick. 
I think the issue has something to do with the image underneath and Cad retains that info even if it is unloaded. 
So... any ideas?

Sounds like a DRAWORDER issue: start there.
And is this an issue in ALL of your files, or just this one?

Did you restart your PC yet?
Did you replace your keyboard (or try a new one) yet?

Can you toggle osnaps on/off with F3? Is one of your fab mouse buttons free to be F3?

Not sure if I am understanding your issue correctly.  You may be selecting the image when you hold Select. Check your MAPIOPTIONS to ensure the "Shift + Left Click Image Select" box under the General Tab is unchecked.

Sorry Dean... Draw order didn't work. Didn't matter if it was Front or Back.

Clevelander got the solution.

That was the solution. That one checkbox in "Raster Extension Options."

I've never seen this box before. Nice to know it exists and the options it has.

That's a MAP3D  or CIVIL3D solution, not found in plain AutoCAD, aka the topic of this forum :leicht_lächelndes_Gesicht:

Fair enough.
I feel like I've run into this on Vanilla Cad before, but I jump back and forth so much I could be wrong.

As you should be since all verticals are free for all of us subscribers to install and use when we need those specialized tools to solve a problem. There are many MAP tools that I use all the time in my files, and I'm not in that industry.
