Orbit doesn't fully rotate

In the attached dwg, I cannot use Orbit to fully rotate. I click the Orbit on the navigation bar, the place the cursor in the drawing, centered within the object, then move the mouse up and the drawing won't rotate to break the XY plane, 

How can I allow it to fully rotate?

@john_daues,
I didn't try ORBIT, because it's nothing I ever use. But Object Viewer works very well.

There are three (3) ORBIT options:

  1. 3DORBIT
  2. 3DFORBIT
  3. 3DCORBIT

The navigator bar offers 3DORBIT and you want 3DFORBIT. You'll need to enter the 3DFORBIT command using the command line. You may also use the ribbon.

Thanks for your reply. I feel like there is something I did, some parameter I inadvertantly set or something, that is causing this. If you take a look at this attached dwg, it doesn't have this problem.

in your first .dwg I can rotate the table all ways no problem.
