MAPWSPACE On won't stick with Workspace settings

In Civil 3D 2010, there seems to be nothing I can
do to get the MAPWSPACE toolpalette (Map's "toolspace") to turn on when
returning to a Map workspace.

 

In the cui editor I've made sure the Task Pane is
On, docked, opaqe etc - I've turned it on and saved the workspace.  Nothing
seems to get it to stick

 

Any ideas?  Thanks.

Crap. I found this - any workspace setting is
overriden by whatever command/variable is set in the Map pulldown -> Options
-> Show task Pane on Startup check box.  that's kinda
screwy.
