Ideas for a "styled" label?

Map 2018, Industry Model

For "Water, Hydrant" I should display data like this:

The data exists - it is 2 values for pressure and one value for volume. I also have a "complex label" which displays already the data in a text block like this:

6.0

14   5.3

Now I'm searching which way would be the best (and not needing days and days of labour ..) to get the result.

• Pure label: There is no styling
• Pure display model DM: Enough styling for this? No manual positioning?
• Label plus DM: A label which contains no text, but only the geometry plus a DM which is based on the Label_Def_ID?
• Something else .... ??
