Error in my text function

Can someone help tell me why I get an error when trying to use this text function in MAP3D 2015;

Translate ( Comment, 'dc', 'Redundant Hydrant' )  

The error is;

Error: Result types are mismatched: the validation operation expected 'Boolean' but the expression returned 'Text'

"Comment" is my text field, I am looking for instances of the chars 'dc', and wishing to replace with 'Redundant Hydrant'.

I tried your expression with Map 2015 also. 

Translate(Comment, 'dc', 'Redundant Hydrant')

There was no error, but the results are not what is expected.  attached.

Thanks Dave, 

On revisiting this after looking at your results, I do not think this function will serve the intended purpose.  I think you can only replace a certain number of chars, with the same number of replacements.
