Removing Educational Plot Stamp from drawing file

Used DXFOUT and DXFIN to remove education plot stamp but all the symbols on the drawing file also went away.  I've attached an example of the drawing file.  How would I remove the stamp and keep the symbols in place?  Using AutoCAD Map 3D 2014

Why is removing the education plot stamp necessary?

I guess no school or university will have a problem with that!
