Lisp for Change Block Size Globally

Dear All,

              I have More than 50 Blocks and 60000 objects in my autocad drawing and each block having different scale factor.

              Is there any way or Lisp available to change the Scale Globally for Each block through text file or csv.

             Example text file

            SLNO    BlockName        Scale 

            1           Hydrant               2

            2           Light Pole            0.17

            3           Bus Stop              1.5

             By Loading this text scale should change globally as per scale provided in text file
