Getting CDATE system variable value with VBA

Hi,
I found a Tree hanging in the sky.
When you get value of CDATE variable in LISP it always returns 9 numerals then dot (.) then 9 numerals, total 17 characters showing YYYYMMDD.HHMMSStt, But when you get in VBA you get sometime 16 characters, sometime 15 characters, sometime even 14 characters.
Can ayone define this phenomenon. and suggest me a way to get always 17 characters of CDATE in VBA
