X-Y axis rotated

I am having to revise an AutoCAD document someone else has created, and the X-Y axis is rotated 1-2 degrees clockwise; whenever I want to drag something straight up in ortho mode it slews off to the right. The selection crosshairs are red and green and show the rotation. I looked on line and one solution published is to set SNAPANG to 90 and then to set it again to 0, but that doesn't work. Another is to turn hardware acceleration off or on but that doesn't affect it, either.

 

Ideas?

Type 'UCS' <ENTER> then type 'w' <ENTER> this sets the UCS back to default, now type 'plan' <ENTER><ENTER> type without the quotes, the plan command sets the view of the drawing to match the current UCS. If that doesn't straighten things up, then your drawing was created using angled geometry. Posting a copy of the .dwg file will let us see what you are seeing.
