I am having a problem with the Draw Order of Viewports in my paper space. I typically have several Viewports on a sheet and they frames are set to plot so I can segment the sheet. When I click on the layout tab, all of the Viewport frames have been brought above the other objects on the sheet (i.e. my company border) and it will plot this way. If I select the border, and use the "Bring to Front" Draworder command, the border will view and plot over the Viewport frames (as I want it to).
The problem is when I select another layout tab, and then switch back, it has reverted (both display and plot) to pull the viewport frames above all other objects.
This is pretty frustrating since this means I cannot batch plot or else I have viewport frames display issues.

I do not see a solution here.
Here is a quick screen shot. The ellipse with the P in it can not be forced forward and the viewport cannot be forced backwards.

Viewports in paperspace have never responded to DRAWORDER settings: best you can do in PLOT or PAGESETUP command is to uncheck the "PLOT PAPERSPACE LAST" and see if that gets you were you wish to be.
I found this thread while searching for a fix to a similar issue. In my case though, "PLOT PAPERSPACE LAST" was already unchecked so I checked the box and everything was ok.

The thing that worked for me is:
I changed the draw order on the model and then just went into layouts and copied the viewport to the side and the copied viewport had the updated and correct draw order and so i just deleted the previous viewport and moved the correct one back in its place.

the topic here is not the the draworder of modelspace objects.
In your case, command REGENALL [F1] should do the job!
But it's for displaying on monitor only, no technical need to do this. Plot would works without that, reopen the saved file would also update the VP content.
