Unlocking Command Line

I just downloaded AutoCad LT 2021 and I want the command line to move. How do I change or unlock it?

At one end of the command line, you should see a spanner, a cross and a series of dots, if you click and hold with the left mouse button on those dots you should be able to drag the command line where you want. However, if you see the red circle with a diagonal line the 'not allowed' symbol then it is locked, type 'LOCKUI' and the prompt should show you a value and ask if you want to enter a new value, in this case, the number will be a positive number between 1 and 15, enter the same number as a negative value this will unlock various things including the command line here is the help page for the LOCKUI variable. Alternatively, there is an icon in the lower right of your screen that will be highlighted blue to let you know that it is locked.

it shows at Ctrl+9 for me in they keyboard shortcuts if that helps
