SCALE X and Y indepenently?

I need to be able to SCALE at different rates
in the X and Y directions.

I thought that STRETCH might work but it
isn't what I was looking for.

Seems like scaling with non-equal amounts
would be something I can do...

Issue

You want to separately scale the horizontal and vertical axes of an existing
drawing.

Solution

Make a block out of your entire drawing by following these steps:

From the Draw menu, choose Block > Make.
Enter a name for the block.
Choose Select Objects.
Type All and press ENTER twice.
In the Block Definition dialog box, select the Delete and the Do Not Include
Icon check boxes, and choose OK.
From the Insert menu, choose Block and select your new block from the drop-down
list.
Adjust the X and Y scales as needed. Do not select the Explode check box.
Choose OK.
After inserting the block, use the EXPLODE command.

Whatta weird way to do it. Why not just be able to enter

X.XXXX, Y.YYYY

on the command line with SCALE?
Sheesh.

... Because entities that are not blocks do not behave like that in AutoCAD,
never have, still do not. One of those basic knowledge things you start
learning early.

...and I should think in a typical Modelspace environment not ALL entities need to be scaled rectangularly. (Is that a word?)

The OP would probably benefit from moving on to Dynamic Blocks, if that is
the true need: but the post was vague on specifics.

I made a square with a circle in it and turned it into a block.  When I inserted it with different scales for the X and Y directions the circle disappeared.

Never mind; the circle didn't make it into the block.  After reselecting the entities it worked fine.  The circle became an ellipse.
