You will have to tell us more than that, but I doubt it, LT doesn't allow 'addins' so unless this tool is designed to work with LT, but you would need to ask that from the people who produce the tool.

Update found a site from them I would say a definite no. But ask the developers there.

Nope. Pre DCR is only supported in full AutoCAD and not in AutoCAD LT. AutoCAD LT doesn't allow any plugins.
