Why isn't the New Layer command on the CUI user interface command list (am I just overlooking it)?

Because there is no command "New Layer"?

If you want to create a new Layer, the command is LAYER and the commandline version -LAYER

Option NEW create a new Layer(s)

Option MAKE create new Layer and and set the Layer as current Layer

'_.-LAYER;_new;MyNewLayer1,Layer2,LayThree;;

'_.-LAYER;_make;MyNewLayer;;

In layer properties there is an icon for "New Layers" control+N.  I thought this was a command.

No, that icon only start -layer command, use the undocumented hidden option 'template', in dialog version the selected layer is the template for color linetype aso, in commandline acad ask for the template layer, and create a new Layer based on the template layer properties.

Your welcome.
