when I go to execute the mirror tool, the usual dialogue box next to the cursor to say "do you want to delete the original" is now gone, but still appears in the command line below. How may I bring it back?

This is a general setting to use the commandline only or the DYNAMIC INPUT feature [F12].
Not only for mirror, it is for all command input and feedback/prompts.
Read about DYNMODE in your Help[F1]
