measure & fillet command wrong direction

when I measure block on arc the result was in wrong direction also when i fillet two circle. (see attachment file).

If I use MEASURE command>Block>Bollard-1>yes>7.9 I get the same results as the arc with the big red checkmark on it: is that what you want?

the problem that how can I control on the direction of the result block on measure command or result arc in fillet command.

I did not quite understand your arc question here, not sure what it is you are looking for exactly.

An arc has a direction, and there is no switch to alter how the measure command works with blocks, you either need rotate the blocks as shown in the link from @pendean or work with 2 blocks (or a dynamic block with visibility states for left/right), or you could turn the arc into a polyline because the pedit command will allow you to reverse the direction of the arc, there is no visible change but it does work.

And again a workaround and not a direct option for the fillet would be to use the circle command with the TTR (tan,tan,radius) option and then trim the resulting circle.
