Importing from Microstation Problems (LT 2021)

Okay, so this is a rather giant, complex issue we're having, so I'll try to simplify it as much as I'm able.

We have been using Microstation for MANY years, and have an entire plant layout, containing thousands of items, which has been added to by countless people over the years - It was not well organized to begin with, but it was manageable by those who understood Microstation.  
We recently switched to AutoCAD LT 2021.  We imported the Microstation file into AutoCAD, and once completed, we have found there are literally thousands (2326) of new layers and  countless blocks - many of which are generically named, some layers are named for a screw (ex. a layer named SHCS-025x125 and there are 20+ other layers named for SHCS screws, etc. ).  There are countless blocks - AnonymousCell1001, 1002, 1003, etc, which are all the same thing... 
We try to bring in a new block, recently imported from Microstation, and it brings in a different thing altogether because unbeknownst to us, that block name has already been used in the thousands which now exist.
My question is this - How do I resolve this?  I have been tasked with getting this Plant Layout back in easy usable order.  Is there an easy way to search through the now existing blocks and, if they all reference an identical thing, to consolidate them?  
Redrawing the Plant Layout is out of the question.  It is a massive plant with hundreds of machines and text items, dimensions, etc.

Not much you can do about it sadly, two different programs using two different methods to get something done.

Have you tries to EXPORT from Microstation to DWG file and see if that helps create cleaner files?

unfortunately, yes - either way resulted in pretty much the same sh*tshow.
