Freezing layers in Viewport

Hello, I have frozen layers in Viewport to hide the layers I don't want yo show  only the layers I want. My question is why do they go away when I hide layers in model space. Is there a way to fix this?

Think of Modelspace "layers" is the master control: take something away from the master, it disappears everywhere else.

Recap: you can't have layers appear in a layout viewport that are not visible in modelspace. It's that simple. No way around it.

When you're in the viewport you need to make sure that the icon highlighted is selected and NOT the icon ringed.
