Exporting papers space tab and importing into another drawing

I a trying to figure out how to have a layout (paper space) tab exported from one project and put into another project to build a big project from multiple small projects

If you right click a layout tab you should get the option to export layout to model, which will let you create a new drawing just using the objects in the layout, I have no idea how well it works. You might be better off using xrefs, it depends on what you are ultimately doing.

I would use Design Center, ADCENTER command.

you can browse for drawings and their layouts, right click or drag and drop to your drawing.

I tried using the design center and cannot move anything under the layout
selection to another drawing

ADCENTER moves the entire layout and all of it's content. Are you forgetting to turn on and thaw all the layers? You do realize the viewport content does not come along, but you knew that, right? Is that perhaps what you want to move instead?

Anothing method to copy layouts from one file to another: in the destination file you can right-click over the tabs, select FROM TEMPLATE, go find your source DWG file, select it,a nd grab the layout there too.
