Dimension inconsistencies

I am attaching three files.  I was trying to dimension in L4 Layout, and if you zoom in on the row of dimensions in Layout 1, you will see that they don't make sense.  Most of them are fine, but the short ones are not all accurate - two similar dimensions will have tenfold differences.  I also know that one dimension cannot be 1".  I have struggled with dimensioning in a layout before, but with help from this forum, learned I needed to set the scale to 12 because of using decimal dimensions in the base files and wanting the dimensions to read out in Architectural units.

 

Siteplan and Basemap should be xrefed to L4 Layout in model space at 0,0 and should not be scaled.

 

Can you help figure out why this would be happening?

MATCHPROP command removed the overrides the too-small dimensions have and that seems to fix themCapture.JPG

Could you try @ pendean suggestions and post back if you continue to have a problem?
