I have noticed in the last couple weeks that my cursor is lagging when I hover over certain areas. It seems to be just over hatch for the most-part. I haven't changed anything as far as I know. Anybody happen to know what might cause this? I have attached a video showing what I mean.

What version of AutoCAD?
Have you tried setting Gfxdx12 to 0 & restart AutoCAD?
Also do a snapshot of GraphicsConfig window & share that here.
Is this a problem in ALL of your files ALL the time? Or just this one?
Did this just start because there is something new you may have forgotten to mention from two weeks ago?
FYI, your list forgot to confirm if you turned off OSNAPHATCH (your cursor and video hint that is on).

Seems to be a problem in other files as well, but not all. Just started a week or so ago. Like I mentioned, I didn't change anything that I know of.
OSNAPHATCH is set to 0.
I have attached another video which seems to point to the issue being more specific to only certain hatches maybe?
Make sure you've downloaded & installed 2025.1.1 LT.
After you've changed Gfxdx12 to 0 & restart AutoCAD the GraphicsConfig window should now show Virtual Device: DirectX 11
If the problem still occurs try changing GraphicsConfig: 2d Display Settings from Advanced to Intermediate
The issue is still occurring. It slows down more when I zoom into a hatch pattern. I am thinking it's gotta be a hatch issue. I haven't changed anything regarding my graphics card or drivers. So weird that I can't find any other reference to this happening to anyone else. Unless they are describing it differently. I even just reset all AutoCAD settings to default. It's driving me crazy lol.

That's odd that Virtual Device is still showing DirectX 12.
It should show DirectX 11 if you executed the steps I outlined in my previous reply here:

Enter that at LT command prompt and then close out and restart AutoCAD. GraphicsConfig window should then show DirectX 11
Ok, there was no such command when I tried that. So I Googled how to do it and it showed me how to do it in my computer settings. So now it is showing DirectX 11. But issue still persists. I am just going to file a ticket with support.

Odd that GFXDX12 command does not exist in your 2025 LT/
But at least you got it to switch.
But before that, try one more thing.
In GraphicsConfig window under 2D Display Settings select another option.
Also uncheck Smooth line display and see if that makes any difference.
If not, switch back to DirectX 12.
That appears to have helped for the most-part. I think. Looks like it still drags over dense hatch. For example, instead of using solid hatch, I use ANSI31 and set the scale really low. Not sure why. I think a long time ago I was told it would keep the dwg file size down.
A long time ago prior to AutoCAD adding the SOLID hatch pattern that's the case. But since then using the SOLID pattern is best.
