AutoCadLT 2023 scales all imported raster images to 1 width

Well my problem is simple. There is one specific installation of AcadLT in my office which ignores sizes of all inserted images and scales them all to 1 width and height gets scaled accordingly. On all other installations this issue isn't happening and images are inserted with its original sizes.

I read article from Autodesk help About Scaling Raster Images it tells me that

If no resolution information is defined with the attached image file, the width of the raster image is set to one unit.

but it doesn't tell what might be causing this problem nor how to get rid of it. I have latest AcadLT 2023. Tried clean reinstalling, changing all of INSUNIT variables. Nothing helped.

Totally AVOID migrating any content from an older setup when you all test.

and/or... ask your IT to
1) mirror a "good PC" at this "bad" PC
or
2) create an all new login for the user on that PC then test thoroughly before abandoning the old login.
