Xref Setting- is Block Unit changeable?

To the expert here, I am going to insert an XRef, and want to know if the  Block Unit ( Unit) can be changeable (see attachment) as we want it "Unitless" instead of "Feet". I tried to change the drawing units into "Unitless" but there's no effect to the XRef Block unit (see attachment). I appreciate your immediate and great response here. Thanks.

You need to go to UNITS in the reference drawing. If there is set Unitless, then in master drawing go to Options/User Preferences/Insertion Scale setting.
