Xref Quit Working

I select attach xref and the box opens to select a file.  I select the file and then click open.  Once done the autocad seems as if it has frozen.  If I hit the ESC key the cross hairs come back.  If I hit the enter key the reference file attaches, however the dialog box never showed itself.  The FILEDIA is set to 1 and the CMDDIA is also set to one.  i have closed autocad and shut down the computer and still same results.  please help.  thanks.

All updates and service packs have been installed. The only other option I have is to install autocad 2018. Thanks.

Your XREF palette is off-screen (or on the second screen you used to use). Get it back these ways https://knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdcarticles/sfdcarticles/Palett...

The palette is not the issue. The palette shows up. It is the dialog box after which shows the insertion point, scale, attach and overlay options.

Do you have multiple monitors? If so, the problem could indeed be that the 2nd dialog is off screen. You could try the steps Dean mentioned above, or disconnect the 2nd monitor and see if the dialog reappears on the main display. I have this happen when I try to use my laptop with an external monitor, and set the external as the main display.
