Xref alignment - viewport issue

My xrefs align in model space. When a viewport is created in paper space the xref don't align when viewed through the viewport? Any ideas what the issue might be?

Your view in model space may not be straight up and down. Try typing UCS<enter> W <enter  on the command line. then type plan and hit enter twice. Does it still align in modelspace?

Thanks! There seems to be a few things going on. These xrefs are from a consultant. they had line work tagged with elevations that should not have elevation assigned. That was issue 1. Your suggestion while working through the viewport to check UCS and plan worked!. Thank you.
