X-ref/multiple layout issue

Good afternoon. Our team is working a large project in Autocad 2018 that involves approx. 100+ sheets.  We have grouped about 3 sheets per dwg file. We have developed 7 different key plans as a quick reference for the customer that identifies the specific area of the project on the associated sheet.

Working in paper space; what we are having trouble with is after creating individual layers for each of the 7 Key Plans, then placing all 7 Key plans on the title block X-ref,  When we turn on/off any individual associate Key Plan layer (in paper space), it turns on/off ALL the Key Plan layers all the layouts for that file, not just the one layout individually.

How can we set up our title block X-ref to perform as expected... so that we can turn on the correct Key plan for each individual sheet in paper space? Can multiple layout tabs within the same .dwg file act independently with layers of the same xref?

create or make  a individual layer for your key plan (same layout ex. Keyplan 1, Keyplan 2 and so on) , so that you can easily freeze in your title block

Yes, think of paper space as a viewport and use VPFreeze to turn off the layers of the undesired keyplans.
