PLOT and PUBLISH output the same here for me in AutoCAD2023.1.6

oh, thank you for helping me to try, apparently my setting goes wrong somehow, or have i deleted some essential files?

turn background publishing off and see if that helps @roy2704_lam

I don't know if this will make any difference. But I notice in your Publish settings you have Publish to: set to PDF. We usually leave this set to - Plotter named in page setup.
