I have been struggling with how to align the title block drawing that is attached as a xref on the paper space and the paper space itself.
1. The edge of the paper space (corners of black space) cannot be picked by object snap. How can I place the out frame of my title block xref file on the precise corner of the black area?
2. For #1 I have used origin to match the title block xref and the paper space. However as the attachment shows, the title block is shown off to the left. When I publish it, it looks fine but only on the layout and preview mode shows like this and I want to fix it.

Start PAGESETUP command, and confirm your printer/plotter/PDF device is selected, as well as the correct page is selected. OK out of that pop-up. You might as well remove any doubt about your layout being set correctly first.
1) That lower-left corner is located at 0,0,0: your can move the corresponding corner from your titleblock there without the need to use an osnap: it's called ABSOLUTE coordinates, here is a tutorial on how to use it

2) Try attaching the XREF again at the default 0,0,0 point: BUT... if your XREF corner is not located at 0,0,0 in that DWG file, this will not work in the layout. If not, you'll want to fix your XREF first. See #1 above, it works the same in modelspace too.
Xref your title block in layout at 0,0
Then in Plot window for plot area select Window and now you can specify 0,0 as lower left corner and whatever you want for upper right corner

for number 1 you can use the MVSETUP command to place a title block at the right point on paperspace, but moving a title block to paperspace origin is probably easier and would require less setup.
for number 2 - If i understand it prints fine but just looks off? Have you tired AUDIT and RECOVER to see if there is an issue with the drawing?
