Web based DWG editor

Wanted to know if AutoCAD libraries/ JS APIs can be used with .NET Core and HTML5 environment to create a web based DWG editor.

We have a requirement to develop a web based drawing application to read, edit (with custom tool box) and create new DWG drawing online.

Please suggest.
