Viewport scale is not equal to annotation scale

How do I get my viewport scale to equal the annotation scale? I have it set to 1/8" = 1'-0"/1.04% in layout space and the same in model space. Somehow I have it working in one file and did the same settings in other drawing files and the "Viewport scale is not equal to annotation scale" is blue. Any help would be appreciated.

Solved it. Select the viewport and went into the Properties dialog box and under misc. changed the annotation scale to the correct scale. Make sure your viewport is not locked to change it.

Plot resets my viewport scale to 1:1 and locking nor setting Annotation & Standard Scale to my desired 1/2"=1' does not resolve the issue.

I was having a hard time duplicating your issue but  I did run across this thread.
