Using Grips to change layer of object

I used to be able to GRIP and object and using the ribbon layer dropdown in the menu switch the layer of the object to anything on the layer list,  For some reason, this has stopped working.  Is there a system variable that changes this?

I have looked through the help and cannot find this.

Any help would be greatly appreciated.

make sure under Options>Selection>Selection Mode the following toggles matches:

You may need to check PICKFIRST (System Variable).

Command: PICKFIRST
Enter new value for PICKFIRST <0>: 1

Notice that when pickfirst is set to 0 in the Options>Selection>Selection modes section the Noun/verb selection is unchecked. But once you set pickfirst to 1 and return to the Options>Selection>Selection modes section the Noun/verb selection is now checked. 

This is why I told you to match what I showed in my previous reply post.
