I WOULD LIKE TO KNOW WHAT IS THIS IN MY DRAWING (SEE ATTACHED PICT)

 If you select the object, what does Properties show?  Can you share your file? I would like to see if this is a map insertion/location point or something else.

It is called a geomarker. The geomarker is used to geo-reference, or position, entities in modelspace. References include, but are not limited to, State Plane or latitude/longitude. Imagine that modelspace is a flat, as opposed to a curved or spherical, representation of the earth's surface and the drawing entities that you create, insert or paste into modelspace will need a reference point to play against. The geomarker is created in Map 3D/Civil 3D when a coordinate system is 'assigned' such as when using MAPCSASSIGN command. 

 

To turn it off, type GEOMARKVISIBILITY on command line then enter 0 for OFF (or 1 for ON).
