unable to draw line AUTOCAD

I am unable to draw lines orignating from a line. See image 1. When I am trying to draw a line starting of another line that is already drawn, it is starting the line from the closest point where 2 lines meet.

Whereas if I am drawing a line from a random place it is letting me.

I have been using AutoCad for a couple of months now and have a decent knowledge of it. Since a few days it has been acting very funny and I have reset it twice already and I am still facing this issue

Much more information is needed.  For example, what are you actually doing to try to draw one?  Command name, User input(s) you are giving to the command, etc.  And what is happening instead of what you want?  Are there any messages?  Etc., etc.
