un-applied plot settings changing settings in page setup manager

I'm used to being able to plot a window from paper space, to test on 8-1/2x11 how a portion of a large drawing looks full scale without having to plot a large sheet, and after I do this, the page layout settings have always remained unchanged by the plot.  Recently, for no apparent reason, when I print from a window on smaller paper, it changes the paper size in the page setup manager, even if I don't apply to layout.  Usually I can simply UNDO after my plot, but once I forgot and then made additional changes to the drawing that needed to be retained, so I had to go back into the page setup manager and re-select the paper size and relocate the drawing on the sheet.  How can I get it back to the way I've always known it to be, where changing the paper in the plot setup doesn't change it in the page setup manager?

Make sure to uncheck the Save changes to layout option.

Are you for sure talking about the Page Setup Manager or just the plot dialog that appears when you go to plot/print?
