UCSFOLLOW interaction with specifying angles

Is this normal behaviour:

When I set my UCSFOLLOW to 1, so that my view rotates to match my new UCS, any angle I draw in that UCS will add the angle of the x plane to the angle I'm drawing.

So let's say I have an angle at 10 degrees. I use UCS (with UCSFOLLOW set to 1) and trace along that line to rotate my view. If I then draw a line and specify the angle at 90, then the line will draw (in relation to my original 10 degree line) at 100, which is also at 110 from my WCS x value. Is this normal?

Actually further testing shows that this is happening with UCSFOLLOW set to 0 as well. I'm sure this isn't the interaction I've had in the past. is there a variable to change this?

>>>...So let's say I have an angle at 10 degrees...<<<
Like where? how? Explain, elaborate please.

>>>... I use UCS and trace...<<<
Use it how? What options/steps are you employing?

What exactly are you trying to draw/do ultimately if I may ask?

angle at 10 degress.

If I use the line command and draw the line, but specify the angle to be 10 degrees. so 10 degrees from the default  WCS X plane

Use UCS. I type "UCS" then trace along my line I've drawn, this realigns my x plane to the line, which is at a 10 degree angle from the default X plane

What am I trying to do. I have a project with many partitions that do not run perpendicular to each other. I am constantly reorienting my UCS. I need to be able to accurately enter angles while in a UCS different from the WCS

I have found that the problem is only occuring when "DYNMODE" is set to 1, if that helps.
