I thought I had all my temp files directed to my local drive..but it looks like it is still writing tmp files to my network, and my network connection is not good (but that is another story)
how can I redirect these files to my hard drive

Why do you believe this?
And what does your screenshot show to make it more understandable?
If you would show us a screenshot from dialog _OPTIONS ==> tab "Files" with all folders visible that point to temp file location we can check that.
If you are referring to a behavior that saving a drawing does not add a DWG-file to the destination path, but instead creates a TMP-file, then in most cases this folder has permission issues (delete or overwrite not allowed).

Thank you, .... and which files are not temporary files from AutoCAD, but outside of this %TEMP% folder?

well, this screenshot is not too big 😉
Anyway, can you use command _SAVEAS and save that file into the same folder, but with a different name?
Is that T: drive a server (which operating system) or a NAS?
Can you also please start AutoCAD command _ABOUT and show us a screenshot of that dialog?
