You should ask your instructor.
The units should aleady be set in the template specified. If not, set the angular units to surveyors.
Turn dynmode off and enter coordinates in the format #<N#d#'#"E or @#<N#d#'#"E or by pick depending on whether you are entering the first or second point of a line. This is relative polar method.

you've got the building lenghts and the distance at corners to the property line, what else are you looking for?

It's a bit ambigous, but the measurements appear to be mostly perpendicular to the property lines, therefore I would create the buildings by offsetting the property lines.

To draw the property lines do I have to insert the data values, is it correct?
Can I start with any line or is it better to start with a specific one?
For example, starting from the bottom right corner, I insert: 21.34 "TAB" N67d22'30 "W
While doing so, however, when I use the PR command and I select the line just drawn, I get a different angle. Is this normal?
In the attached drawing, the first three buildings appear to be correct, however, the distance from the first building on the left to the central property line is not correct.
So I think that the mistake is in the property lines.

Use PLine command and you can go point to point entering the @dist<Bearing Enter for each next course until you reach the end of the line(s) at which point you should have a closed polygon for each lot. If it does not close, then you can check your entries for errors or force closure for minicule differences.
i.e. Pick first point;and then type @ 21.34<N62d22'30"w Enter; @23.16<n69d04'15"W Enter; etc
if frame house 402 is the building to the left, then i get 6021.07 units (6.02 on the pdf) to the middle property line which is correct.
The central property line continues northwesterly to the street? and there is zero setback for the north side and NE corner of stone dwelling? If so you should draw the rest of the property line?
I agree with nestly2, offsetting is the easy way to get the buildings done. I prefer closed polylines for buildings and properties because I work with mapping with Map3d.
