The Block Won't Turn Into a Solid

I have a block that is "blocking" me from exporting my design as a .stl file... It has been quite possibly the most annoying thing I have ever encountered. I made a shape - a 2D closed figure swept along a helix - but the x and y scale factors were off. Autocad has no way (as far as I know) of editing these attributes unless the object is converted into a block. So I converted the object and changed the x and y scale factors. Now I can't change the block back into a solid. I've searched for hours online to try to find a solution to this. I've tried exploding the block, only to have the console tell me that it "Cannot explode that block." The "Allow Exploding" setting is enabled for both blocks. I've tried converting the block into a mesh via the block editor. I've tried exploding the object in the block editor. I've tried using the CONVTOSOLID command to convert the block to an object. All I want is to be able to 3D print the model. The .dwg file is attached below. Any sort of help is extremely appreciated.
