ALL OF THE SUDDEN WHEN USING THE COPY/PASTE COMMAND FROM ONE DRAWING TO ANOTHER, MOST TEXT AND DIMENSIONS WILL NOT SHOW UP THAT IS ON THE "0" LAYER. CAN ANYONE OFFER SOME GUIDANCE? USING AUTOCAD 2022

Sounds like you need to either change your Drawing Scale after you’ve pasted OR make the annotative objects ‘visible.’

Is this just affecting the two drawings you are working with?

Have you tried testing two new empty drawings?

How about checking your layer 0 status ( Off/Freeze ) ?
