Hi,
as i understand your need ... you may need to click @ symbol from the mtext editor see below image ) .
Note : make sure that MTEXTTOOLBAR is set to 1 .

Not within the annotate ribbon, but when you double click the MTEXT object to edit it, AutoCAD shows up the "TextEditor" ribbon, and there is the list of symbols available. Just to make sure ... therefor you have to be in the edit mode of the MTEXT, maybe that's what was missed?

If it is Single line Text, you will never get Symbol option.
For this case, you need to insert symbol in another MTEXT and do copy Paste.
or Type Symbol code (Example for degree symbol --> Type %%d)
or Convert it to MTEXT by TXT2MTXT command.
If it is Mtext, Do Right Click and Select Symbol option
or you can also use, previous comment"s procedure..
