I am new here and i would buy a Surface go 

And i would ask that AutoCAD 2016 run with the new Surface go ?

Do more detailed and better research on the device, it is limited to apps from the app store, AutoCAD is not an app-store program:

"... Windows 10 Home in S mode works exclusively with apps from the Microsoft Store within Windows and accessories that are compatible with Windows 10 Home in S mode.. "

I would buy a Surface Go 128 GB Intel 4415 Y 8 GB RAM and a mouse with keyboard

And i will install the normal Windows 10 Home

128GB is not enough space for Win10Home, AutoCAD, updates etc.

Look into purchasing an actual Microsoft Surface Book 2 or Pro device if you want to use a Microsoft mobile device https://www.microsoft.com/en-us/store/b/surface?icid=CNavDevicesSurface

The 128GB / Intel 4415Y / 8GB Surface Go lists for about $550.  After you add the $100 keyboard you are at $650.  If you want to go with a Microsoft Surface consider the Pro for $150 more at $800 you can get a much better processor, an Intel I5 with a 128GB SSD and 8 GB RAM and no need to install a different version of Windows.

I recently got a surface go (8GB w/128 GB), and I use the AutoCAD mobile app from the Windows store.  It works fine and I'm using the tablet in S mode.  This is perfect if you're only doing simple 2D drawings, but if you're looking to do 3D drawings, then you should go with a bigger laptop.  There's a youtube video out there that shows that AutoCAD 19 (full version) works on the device, but it works slowly.  Really depends on what you want to use the device for....school, work or fun.

It really good goes with some educational platforms to work with. For example, Coursera is showing perfectly at Surface. Also, if you are developing math solving pages (such as this https://edubirdie.com/math-problems-writing-service), you can find for yourself more different opportunities.
