stretch an autocad 2d block

Hello community!
 I have a block in my drawing sheet that is the right width but not the right height (to superimpose a base map)!  I would look to stretch it.  I tried various things like the align or stretch tool in various configurations, breaking the block, breaking the groups and others but without success.  The block is a plan of the buildings of a city where each building is a group of vectors.

If you know what the right height should be:

Open the Properties window, select the Block and then next to Scale Y enter the correct height:
