I'm wondering if there is a way to set up the dimension commands so that when you start the command it changes the current layer to a certain layer then when you are done goes back to the previous current layer before you started the dimension command? I'm betting it's some sort of lisp routine but I wouldn't have any idea where to start making that.

Any help would be appreciated.

It's a simple System Variable setting -- read about DIMLAYER.

As @Kent1Cooper mentioned, you can use DIMLAYER or this dropdown menu on the annotate tab.

If you want more choices (different layers and styles for a specific annotation, for example), you can utilize tool palettes.
