How to scale the object without changing the dimensions??

Do you mean that, you want to scale some drawing elements, but the dimensions associated to those need to stay constant, and not change?

In that case you have few options, I'll briefly explain some below.

 

OPTION-1

Create a block with all the required elements including the dimensions, and scale the block.

OPTION-2

Scale the elements including the dimension and after that select all the dimensions and change the DIM SCALE LINEAR in the properties to match the scale factor used.

OPTION-3

Xref the elements you want to scale in to the drawing and scale the xref.

Quick reply:
Scale the drawing, including dimension objects but not the text objects.
Take note of the scale factor you used to scale up or down the objects.
Now inverse this scale factor.
Adjust DIMLFAC to the inverse.
Command -DIMSTYLE "Apply" and select the scaled dimensions.
Notice the hyphen "-" at the beginning of the command name.

Example:
Scale the drawing 6 times.
Inverse is 1/6 or 0.16667.
Command DIMLFAC 0.16667
Command -DIMSTYLE "Apply"...

???

Drafting 101 says always draw 1:1. If you are trying to just change the scale on paper, then use a viewport to set the scale.

Drafting is a breeze and Revit doesn't always work the way you think it should.
