How would I scale an object that is at 3/4" = 1'-0" down to 1/2"= 1'-0"? I copied the object from an existing drawing and pasted it into a title block which has a set scale of 1/2"=1'-0". 

Also, how would I take an object that is at 1-1/2"=1'-0" to scale down to 1/2"=1'-0"? I am also having issues with the dimensions. I thought I scaled the items correctly but get different dimensions at a different scale factor than what I changed the object to.

This is one reason you'd be better off doing such things in Paper Space, where everything that's just "paper" information [not representing the object or building or site or whatever at a reduced scale] can be full size and used at full size in the Paper Space of drawings intended for any scale.

 

But given a situation that's not set up that way, use the Reference option in the SCALE command.  Pick some thing(s), give it a point to Scale around, and call for the Reference option.  If scaling down is what you need, for the reference length, give it 3/4 [or 1-1/2 in your second example], and for the new length, give it 1/2.  If scaling up is what you need, reverse those.

 

I'm a little confused about the dimension thing -- anything dimensioned should be drawn at actual size, and showing it at different scales should be handled in plotting or in viewports.  You shouldn't scale the thing itself differently to show it at a different scale.  But I can imagine that the differences in dimensions you mention could be the result of scaling things using something like decimal approximations of fractional scale factors.  For example, in your first instance, you could scale something using 2/3 as a scale factor [yes, you can give it a fraction], and it would be precise, but if you said .66666, it would not.
