Scaling Mystery

Hi everyone and thank you so much on beforehand for trying to help me out here.

 

I want to print a plan drawing of a city on a 90 cm x 90 cm paper in scale 1 : 10.000. All is set, but when I press scale 1 : 10.000 (or any other scale for that matter) it scales completely wrong, waay too small as you can see. I have drawn in meters in the model space, but the plot window is as you can see set to mm.

A first quick shot into the dark: Try a scale 1:10 (istead of 1:10000). Because - if you have drawn in meters you have already drawn 1000 times smaller than if you had drawn in mm.
