Do I understand that correct that your model is not 1:1? If so then run command _SCALE (in modelspace), define a base point (the origin point used to scale) and then use the scalefactor 11700000 ... that should bring your model to have the correct (real) size in modelspace.
If my understanding is not correct that please show the data and explain it a bit more detailled.

You need to draw at 1:1 scale in AutoCAD: fix that first, then follow the instructions given to you in your other post here https://forums.autodesk.com/t5/autocad-2013-2014-2015-2016-2017/scale/m-p/6407728#M131123
Otherwise just start PLOT command, select a 1:1 scale, window around your model, pick an A4 sheet, pray it will fit, and hope you never evern have to plot at any other scale ever again.

The suggestions here are sound ones. It is always a good practice to draw your geometry at real scale 1:1.
So, if your model is not drawn this way, I suggest that you use Layer Property Manager to unlock, turn on, and thaw all your layers in your model. Then use SCALE and select ALL. You can apply your scale factor to get everything into real world dimensions.
Then you can use a layout in paperspace to create a viewport of your model. This allows you to zoom in or out to the appropriate scale.

The original scale of the map was not a standard size but most likely was scaled to fit something randomly.
So, in my video I showed the bar scale which is supposed to be inserted at 1:1 so I had to assume that it was when it was created. I drew a line from 0 to 20 km marks.
Then I drew a line that was truly 20 km in length. I used scale reference and selected the first length and indicated that I wanted it to be the length of the 20 km line I drew.
If you prefer to do this on a calculator that can be done too. take the 20000m and divide by the length of the 0-20km distance on the bar scale. This is the amount you have to scale up the entire drawing to in order to get it drawn at 1:1
