Scale doesn't work on the text.

While working on this spesific file, everytime I try to scale text it doesn't do what i want it to do. Texts gets bigger as I want, yes but texts go into each other.

Why not type a SCALE instead of trying to drag with your cursor for a new size, does that help?

 

If the problem is in one single DWG file, what is unique about it? IS this a CIVIL3D file and you only have plain AutoCAD?

 

If you copy/paste the content of this file into one of your template files, does the issue go away?

 

Any chance you can share the portion of your DWG in the video here for others to touch?

I've tried to type SCALE and put a number but that didn't work either. Screenshot_ 5 (2), Screenshot_6, Screenshot_7, Screenshot_8 is the result of that action.
It might be a CIVIL3D file, I actually don't know. That dwg file is provided by our university. And yes, I only have plain Autocad. 
When I try to copy/paste the texts, they don't seem to appear on the other file.

@theatlasartworks Thank you for the DWG file: which program (and/or add-on) generated this units=inch city plan for you? it's an unusual scale for the content. And the behavior of the content is quite unusual. So I suspect opening it in Plain AutoCAD (topic of this forum) may be one problem.
