I learned cad by myself and using it for long time already.
I know it might have other post related to this (I did a quick search) but is difficult to associate to mine.
I have a land, was subdivided and now I'm working on some discrepancy. My boss overlap plans from the past and today.
the problem is to have that drawing scale in 1:40.. as said before no much experience.
my first try was: draw a box at model space at 36" x 48" (the paper that I'm using), scale it up by 480 (40' x 12) and than in the layout mode match this box... works... sometimes..
next try was.. to have my viewport in layout mode in 1:100 and plot 1:5 (don't ask my why, I know was working before), but for some reason, I just plot my plan and double check with my scale, and where should be 170' is 165'...
is not a civil, it is a cad LT2017 architect.. using unit format fractional, precision 0 1/16, scale factor 1.000.
I like the idea to not need to zoom all the time (my first option) and loved to print what I see (second option) but after plot, the scale is off...

It sounds like you are maybe making this more complicated than necessary. Can you share your drawing on a post? If so, I am happy to show you how to keep your model at 1:1 and then use a viewport in paperspace to set the scale for plotting.

The first thing I did with your drawing was to measure one of the labeled distances. It did not measure correctly.I also notices that the drawing appeared to be metric instead of imperial. I used -dwgunits to change to Inches (since you said architectural). Then I scaled (by reference) the entire drawing so that the labeled dimension actually measured correctly.
I then checked for a page setup and it looked like you were not plotting at 1:1. I changed that and then verified the paper size by drawing a 36x48 rectangle and then applied dimensions to see the length and width.
Next, I created a viewport on the paper. I then added a scale factor in the scale list by selecting custom, giving the scale a name of 1"=40' and using 1 paperunit = 480 drawing units.
Then applied the scale from the scale list to the viewport. When I plot I now get a 36x48 output with the site scaled at 1"=40'-0".

I need to change this file every day...
I tried to measure and change something in the model space and notice nothing change, as before...
but in layout space, you left set it up for printing, but I have to change location all the time, I double click in the layout, move the drawing, after need to get back, zoon all, scale back to 1:40 (your setting) and I was unable to reproduce what I had before.
I need to able to move the drawing around and be able to print.

Please take a look at the file I have attached. In your fashion, I created a rectangle in modelspace that measured 48x36 and scaled by 480. Then in paperspace I created a page setup that used inches (not mm as it had been set to) and made the scale of the paper 1:1.
Next, I added a scale in the scale list called 1"=40' and set it to 1:480. I applied this scale to the veiwport and it measures correctly.

I'm not using the whole paper dimension...
I need the file to use the whole paper size, right now, the layout space is 48x36 but the print area is only 39.5 x 28.5
if is expand the box will change the scale>
the reason is, the scale must be in 1:40 to match the others drawings, and need to fit as much as possible

Yes, stretching or scaling the viewport will change the scale of the model view within it.
Stretch the viewport frame to where you need it, double-click in the viewport and reapply the scale from the scale list (1"=40')

on my layout tab, dimension style, primary units, measure scale is not set up by "1" and it is 0.08333... I will not touch, it is working the way it is right now...
