I have just downloaded AutoCAD and can not find an option to save files as a PDF. Why?

The basic answer to "why" is: because PDF is not a file format for CAD, so there is no "SAVEAS" to PDF.
But you can use the command _PLOT (or _PUBLISH) and use the plotterdriver "DWG to PDF.pc3", that gives you all options to create PDF-files from our CAD-content.

AutoCAD does not "Save As .pdf", nor does it have an export function for pdf.
Please use the prior suggestion by @Alfred.NESWADBA to generate your pdf file. There are various add-on applications (BlueBeam, etc...) that will aslo provide what you need but the printer/plotter emulator that's included with AutoCAD works quite nicely.

Which version of AutoCAD are you using? If you attach a sample drawing I can show you the steps to create a PDF. Do you need a certain size sheet/scale?
